Windows 10 is pre-installed and the games are discs such as The Sims 2 etc which all run on Windows XP. I have tried to install DirectX 9.0c but the laptop won't allow it due to the Windows 10 os so I'm not sure what else I can do. Furthermore, in addition to introducing support for DirectX 12 Ultimate, the Windows 10 May 2020 Update also added a new feature called Hardware-accelerated GPU scheduling. This new feature can potentially improve performance and reduce latency by allowing the video card to directly manage its own memory. Microsoft has recently released the DirectX 12 Ultimate graphics API alongside the Windows 10 May 2020 update, codifying GeForce RTX’s innovative technologies as the standard for multi-platform, next-gen games.

For info about how to develop 3-D graphics with DirectX, see Create 3D graphics with DirectX.
For 2-D graphics and text, use Direct2D and DirectWrite rather than Windows Graphics Device Interface (GDI).
To compose bitmaps that Direct3D 11 or Direct2D populated, use DirectComposition.
